What the two types produce

A pure sine inverter reproduces the shape of the mains supply closely. A modified sine inverter produces a stepped approximation, which is cheaper to build and adequate for anything that simply turns electricity into heat or light.

Where the difference shows up

Motors are the clearest case: they are designed around a smooth waveform and run less efficiently without one, which shows up as heat and noise. Transformers, some battery chargers and equipment with sensitive timing circuits are the others. Any device whose manual specifies a sine supply has settled its own question.

The specification that is often missing

Total harmonic distortion measures how far the output departs from a true sine, and a maker that publishes it is saying something more precise than the label alone. It is common on larger units and rare on small ones.
