Most packs block it below a threshold, because charging a cold lithium cell causes permanent damage rather than a temporary loss. Discharging in the cold is a different matter — capacity falls while it is cold and returns when it warms.

Charging and discharging are not symmetrical
Taking current out of a cold cell reduces the capacity available and does no lasting harm. Putting current into a cold cell can plate lithium metal onto the anode, which does not reverse, and it is the reason management systems refuse.
What that looks like from outside
A battery that reports itself as present, shows a state of charge, and simply will not accept charge from any source. A controller that appears to be idle in full sun. Neither reports the temperature as a fault unless the pack exposes data.
What the market sells against it
Packs with internal heaters, packs specified for lower thresholds, and installations that put the battery inside the heated space rather than in a cold locker. Each is a design decision made before the winter rather than during it.
The specification to look for
The charging temperature range and the discharging temperature range, separately, plus whether the management system blocks or merely warns. Makers who publish all three are describing what the pack will actually do in January.

How do heated batteries work?
A heating element inside the pack warms the cells using either charging current or the pack’s own energy, and the management system releases charging once the threshold is reached. Makers state which source it uses.
