What it solves
Two ultra-thin modules, 3 mm each, fixed with metal cable ties and no drilling. That is the whole proposition, and for a rented balcony with a curved or unusual railing it is the only one in this family that works.

115.9 × 100.9 × 0.3 cm per module. Three of the six kits here publish no module dimension at all; this one gives all three axes to the millimetre, which is what a railing measurement needs.
The inverter headroom
800 W of inverter on 450 Wp of panel. That looks unbalanced and is not: panels rarely reach their rating, so nothing is clipped, and the inverter has room if more modules are added later — subject to whatever ceiling applies where you are.
The claim to read carefully
Up to 450 kWh a year from 450 Wp, quoted as being under optimal conditions. Flexible modules on a vertical railing are not optimal conditions, and the gap between the two is larger here than the wording suggests.
The practical warning

Why is an 800 W inverter on 450 Wp of panels not wasteful?
Because a panel rarely produces its rating and an inverter sized to the rating would clip on the best days anyway. Here the inverter has headroom throughout, which means nothing is lost — and it also means the kit can take more panels later if the rules allow.
What is the catch with flexible modules on a railing?
They sit where the surface sits. A railing is usually vertical, which is a poor angle for most of the year, and a flexible module cannot be tilted to improve it. In exchange it fits shapes nothing else will.
