The flaps
Hook-and-loop covers over the port area, so the station can be charged and used without removing the cover.
That is the design decision that makes the rest work. A cover that has to come off to plug something in comes off on the first wet afternoon and stays off. Flaps mean the protection is still there while the station is doing its job.
