The bottom line The most completely listed protections in this family, with four chemistries and a display whose contents are itemised. It calls itself waterproof without a rating and publishes no PV ceiling — the two figures an outdoor installation needs.

Waterproof, in the title. No IP code anywhere. An ingress rating is two digits and a defined test; an adjective is neither. For a controller sold partly on outdoor use, that is the specification to ask the maker for.
The ceiling, again
No maximum PV input voltage. The SOGTICPS in this family publishes 100 V; this one publishes nothing, and the two are otherwise closely matched products.

What is the difference between “waterproof” and an IP rating?
An IP rating is two digits describing dust and water resistance, assessed against a defined test. “Waterproof” is an adjective. On a controller mounted in a locker or on a shed wall the difference decides whether it survives, and only the rating is checkable.
Is 99 % tracking efficiency a differentiator?
Not really. Figures above 99 % are normal for modern trackers, and three controllers in this family quote something similar. It describes how close the algorithm gets to the panel’s best point, not how much of that reaches the battery.
