It covers splashing water from any direction, which is rain. It does not cover jets, which is a hose or driven rain against a wall. Five lights in this family publish IP65, which is the higher rating, and this one publishes IP44.

What does 3500 K look like against 7500 K?

Noticeably warmer and yellower — closer to a domestic bulb. On planting and lawn it is the more flattering of the two; on stone and rendered walls the cooler light shows more detail.
