The bank and the charger

One stores and delivers; the other converts mains and delivers. Both negotiate over USB Power Delivery, and both are limited by the same thing: the cable.

The cable problem

A 100 W charger with a 60 W cable delivers 60 W and says nothing about it. The cable carries a chip declaring what it can handle, and the negotiation respects that chip rather than the charger.

What the pages ask for

The per-port split. A multi-port charger sharing 100 W has to divide it somehow, and which port gets what when three devices are plugged in is the figure that determines the experience.

Almost nobody publishes it.

And PPS

Programmable Power Supply — the ability to track a phone battery’s actual voltage continuously rather than stepping between fixed levels. It is what makes the fastest phone charging work, and it appears on almost no listing in that family.
